Look for stubs
The best way to find wanted articles is to look at the stub category.
Unfortunately, this doesn't sort stub articles by the number of links, which would be a measure of the importance of filling out those stubs.
Look at wanted pages
The special page Special:Wantedpages shows a list of empty articles sorted in descending order of the number of links to each article.
Unfortunately, most of these pages are in the help and tutorial section.
When I get around to it, I might look at coding a new special page which sorts both stubs and empty pages by the number of links.
